‘Per’ means ‘out of’. ‘Cent’ means ‘100’. So ‘percent’ means ‘out of 100’. 100 percent means 100 out of 100 which means the whole of something.
If you know 100% you can easily work out 50%, 25% and 75% of different numbers. We can then go on to work out other percentages.

Percentages are just fractions in disguise. And they are actually easier than fractions because they are all to do with parts of 100.
